Korišćenje ovih hartija od vrednosti je uglavnom vezano za finansiranje različitih projekata od značaja za emitenta obveznica. U radu su indetifikovana osnovna obeležja municipalnih obveznica i različiti pojavni oblici istih. Posebna pažnja u radu je usmerena ka sagledavanju svih pozitivnih i negativnih aspekata vezanih za ove hartije od vrednosti, i to kako sa stanovišta emitenta ovih obveznica, tako i sa stanovišta kupaca municipalnih obveznica. Rad je upravo zato koncipiran na ovaj način, jer su različiti interesi i argumenti u prilog ili protiv ovih obveznica u zavisnosti od toga da li problem posmatramo sa stanovišta emitenta obveznica ili kupaca obveznica. Aktuelnost ove teme je primerena savremenoj ekonomskoj situaciji u regionu, i ovim radom ukazuje se na alternativni način finansiranja jedinica lokalne samouprave u odnosu na klasičan način zaduživanja putem kredita. Sa druge strane, investitori na finansijskom tržištu su u konstantnoj potrebi da plasiraju svoj kapital u kvalitetne hartije od vrednosti, pa su u radu apostrofirane prednosti ulaganja u ove hartije od vrednosti, kao i eventualni rizici i druge okolnosti koje mogu biti skopčani sa ovim vidom ulaganja. Abstract: Municipal bonds are debt securities emitted by lower authorities. Use of these securities is mainly related to financing various projects of importance for bond issuers. Basic characteristics of municipal bonds and their different forms are identified in this paper. Particular attention in paper is focused on recognizing all positive and negative aspects of these securities, from the aspect of the bonds issuers as well as from the aspect of municipal bonds customers. The paper is designed exactly this way because different arguments and interests are either for or against these bonds depending on whether we are looking at the problem from the perspective of the bond issuers or bond buyers. Currently this topic is appropriate to the contemporary economic situation in the region and this work points out the alternative way of financing local government units in comparison to the classic way of through credits arrangements.
