Овакве међунационалне тензије, услед неслага- њаједненационалнеполитикесадругом,учинилојекосметскопитање тешкорешивимпроблемом.Отуда,уставнепроменесемогуразумети у контексту поменуте релације, у којој су, наизменично, једна или друга националназаједницаималедоминантанстатус.Истраживањеовог радаможесесвестинапитање:далисуамплитудеуовимодносима подстицанеодозго,одстранеинтелектуалнихелитаилируководећих структура,илисупредметнеполитичкеартикулацијеподстакнутеод- оздо,различитимоблицимаантагонизамаизмеђуСрбаиАлбанаца наКосовуиМетохији?Доношењепоменутихакатајесвакакомулти- каузално,алијеипакосновниузрокинепосреданповод–притисак спонтано окупљених грађана српске националности (прво са Космета, а онда из Војводине и уже Србије), односно тензија успостављена у јавном мњењу – које је подстакнуто присилним исељавањем Срба са Косова. Основнехипотезеовоградаодносесенаузрокеуставнихпромена,где издвајамо: 1) кршење индивидуалних и колективних права Срба у покра- јини;2)спровођењеуставнихингеренцијаСрбијенацелојтериторији; 3)јачањеположајаСрбијеуСавезниморганимауочиредефинисања односауфедерацији.Овоистраживањенепредстављасамоанализуи пукудескрипцијурасположивихподатака,негоипокушајобјашњења узрочно-последичниходноса. ThelegalregulationofrelationsbetweenSerbsandAlbaniansinKosovoand Metohijahas a long history. Constitutional changes, primarily the Amendments to the Constitution of the SR of Serbia (1989), then the Constitution of Serbia (1990), represent aturningpointbecausetheyleadtoaworseningofthecrisisintheSFRY,whichalso affects the relationship between Serbs and Albanians. Such inter-national tensions, duetothedisagreementofonenationalpolicywithanother,madethecosmeticsissuea difficult problem to solve. Hence, the Constitutional changes can be understood in the context of the mentioned relationship, in which, alternately, one or the other national communityhadadominantstatus.Theresearchofthispapercanbereducedtotheques- tion: are the amplitudes in these relations encouraged from above, by intellectual elitesor leadership structures, or are the subject political articulations encouraged from below, bydifferentformsofantagonismbetweenSerbsandAlbaniansinKosovoandMetohija?Theadoptionofthementionedactsiscertainlymulti-causal,butitisstillthemain cause and immediate cause - the pressure of spontaneously gathered citizens of Serbian nationality (first from Kosmet, and then from Vojvodina and Serbia proper), i.e. the tension established in public opinion - which was stimulated by the forced emigration ofSerbsfromKosovo.Thebasichypothesesofthispaperrefertothecausesofthe Constitutionalchanges,wherewesingleout:1)Violationofindividualandcollective rights of Serbs in the province; 2) Implementation of the constitutional powers of Serbia inthe entire territory; 3) Strengthening of Serbia’s position in the federal bodies ahead oftheredefinitionofrelationsinthefederation.Thisresearchisnotonlyananalysis andmeredescriptionoftheavailabledata,butalsoanattempttoexplaincause-and- effect relationships. application/pdf 280899 bytes КосовоиМетохија,уставнепромене,уставниамандмани, положајСрба,косметскопитање,међунационалнетензије,СРСрбија.
