o:5649 Pravno-ekonomski aspekti transformacije Poreske uprave Republike Srbije sa ciljem stabilnosti javnih finansija Legal and economic aspects of the transformation of the Tax Administration of the Republic of Serbia with the goal of public finance stability sr Apstrakt: Ovim istraživanjem autori objedinjuju pravni i ekonomski aspekt istraživanja, sa ciljem utvrđivanja uticaja pravnih novela na proces transformacije Poreske uprave Republike Srbije. Kvalitativnom i kvantitativnom analizom detektovane su preporuke za poboljšanje postojećeg zakonodavnog okvira kao i izražena potreba za kontinuiranim praćenjem efekata postojećih zakonskih rešenja tokom procesa transformacije, koja je usmerena ka stabilnosti javnih finansija kao i usklađivanju politika sa najboljom međunarodnom praksom upravljanja javnim finansijama. Analiza ekonomskih empirijskih podataka pribavljenih od relevantnih državnih institucija uz analizu postojeće legislative vodi ka sagledavanju dinamike i kvaliteta sprovođenja transformacije upravljanja javnim finansijama u Republici Srbiji. Abstract: The authors combine the legal and economic aspects in this manuscript, with the aim of determining the impact of legal amendments on the process of transformation of the Tax Administration of the Republic of Serbia. Qualitative and quantitative analysis revealed recommendations for improving the existing legislative framework as well as the expressed need for continuous monitoring of the effects of existing legal solutions during the transformation process, which is aimed at the stability of public finances as well as the alignment of policies with the best international practice of public finance management. The analysis of economic empirical data obtained from the relevant state institutions along with the analysis of existing legislation leads to an overview of the dynamics and quality of the implementation of the transformation of public finance management in the Republic of Serbia.
