У последњих двадесет година у њима и нема посебних дешавања, нарочито не оних која би означила почетак или крај нове фазе или тенденције у развоју уставности, чак ни осетну промену у функционисању уставних институција. Изазови у таквим државама, ако их и има, више представљају авантуре научника који се труде да афирмишу неку оригиналну идеју, евентуално нов приступ органа који решавају уставне спорове, првенствено у материји људских права. За разлику од тога, у Србији је период од двадесет година, као уосталом још од почетка њеног уставног развоја, био динамичан. Карактерисали су га, између осталог, укидање СР Југославије, експеримент са Државном заједницом СЦГ, обнова државне независности, нов устав, један од највећих уставноправних споровавезанзааутономијуВојводине, отворено и додатно проблематизовано косовско-метохијско питање, уставни амандмани. У раду ће бити указано на најзначајније моменте у уставном развоју Србије у последњих двадесет година, у контексту правно-политичке анализе поменутих процеса и догађаја. Приказ ће пратити и покушај да се укаже на ванправне факторе који су пресудно одредили садржај и домашај уставноправних аката и уставног процеса уопште у овом периоду. Summary: A period of twenty years in the history of the constitutionality of states with a stable political system is a short period. In the last twenty years, there have been no special events in them, especially not those that would mark the beginning or end of a new phase or tendency in the development of constitutionalism, not even a noticeable change in the functioning of constitutional institutions. Challenges in such countries, if there are any, are more the adventures of scientists who are trying to affirm some original idea, possibly a new approach of bodies that resolve constitutional disputes, primarily in the matter of human rights. In contrast, in Serbia, the period of twenty years, as in any case since the beginning of its constitutional development, was dynamic. It was characterized, among other things, by the abolition of the Federal Republic of Yugoslavia, the experiment with the SCG State Union, the restoration of state independence, the new constitution, one of the biggest constitutional disputes related to the autonomy of Vojvodina, the open and additionally problematic Kosovo issue, constitutional amendments. This work will highlight the most significant moments in the constitutional development of Serbia in the last twenty years, in the context of legal and political analysis of the mentioned processes and events. The presentation will be accompanied by an attempt to point out the extra-legal factors that decisively determined the content and scope of constitutional acts and the constitutional process in general inthis period.
