o:4613 Феномен и појавни облици корупције у јавном сектору The phenomenon and forms of corruption in the public sector sr Summary: The authors explore the functioning of the public sector and the budget, as the basic economic instrument of the executive power, as well as the economic system of the Republic of Serbia, with a critical review of the implementation of the basic fiscal rules and the phenomenon of corruption. In addition to the legal framework for the establishment of a state auditing and pre- venting corruption, detailed regulatory framework for the operation and development of the state audit as a control body is shown, through the perceiving of regulations that contribute to better implementation of regulations in the form of ISSAI standards issued by the Internatio- nal Organization of Supreme Audit Institutions. Control authorities as supreme audit institution, by their work and activities, contribu- te to effective parliamentary control, the fight against corruption and economic stability of the country. The paper considers the possibilities of measuring the contribution of government control and audit to the parliamentary control and stability of the financial system of the country, through the analysis of INTOSAI document that provides an objective basis for the permanent validity of the audit institutions for citizens and other stakeholders, for assessment of the contribution to a better management of public finances and greater accountability, as well as contributing to efforts to combat corruption. Сажетак: Аутори у раду разматрају функционисање јавног сектора и буџет, као основни економски инструмент извршне власти, буџетски систем Републике Срби- је, уз критички осврт на примену основних фискалних правила и појаву корупције. Поред правног оквира за успостављање државне ревизије и спречавање појаве корупције детаљно је приказан регулаторни оквир за рад и развој државне ревизије као контролне организације, кроз сагледавање регулативе која доприноси правилнијој примени прописа у виду ISSAI стандарда које доноси и објављује INTOSAI – Међународна организација врховних ревизорских институција. Контролни органи као врховна ревизорска институција, својим радом и актив- ностима доприносе ефективнијој парламентарној контроли, борби против корупције и економској стабилности земље. У раду су разматране могућности мерења доприноса државне контроле и реви- зије парламентарној контроли и стабилности финансијског система земље, кроз анали- зу INTOSAI документа који обезбеђује објективну основу за изражавање сталне важ- ности ревизорске институције за грађане и друге заинтересоване стране, за процену доприноса бољем управљању јавним финансијама (Banfield, 1975: 587-605), већој од- говорности, као и доприносу напорима у борби против корупције.
