http://creativecommons.org/licenses/by/4.0/legalcode Summary: Proportional electoral system, a unique constituency, closed and blocked lists, the legal requirement and liberal way of acquiring properties of minority political entity, are the basic components of the electoral system in Serbia. Nearly identical systems have been institutionalized at all levels of government. The problems of depersonalization and metropolization of mandates are some of the key weaknesses of the electoral system in Serbia. The number of members of representative bodies also contributes to them. It is easiest to change it at the local level, where the number of councilors is among the highest in Europe. At higher levels, this problem could be overcome with larger number of electoral districts and the opening of the electoral lists, which would complement the content of voting rights. Сажетак: Пропорционални изборни систем, јединствена изборна јединица, затворене, блокиране листе, законски цензус и либералан начин стицања својства мањин- ског политичког субјекта су основне одреднице изборног система у Србији. На свим нивоима власти институционализовани су скоро идентични системи. Проблем деперсонализације и метрополизације мандата су неке од основних слабости изборног система у Србији. Њима погодује и број чланова представничких органа. Он се најлакше да променити на локалном нивоу, где је број одборника међу највећим у Европи.
