o:2131 A legal protection of waters in Republic of Serbia Pravna zaštita voda u Republici Srbiji sr ABSTRACT: THE constant growth of humanity and technological development has re- sulted in an increased consumption of water, and because of its uneven distribution, over a billion people in the world have no access to clean wa- ter as a basic resource for a dignified life. The access to clean fresh water supplies is directly dependent on the effectiveness of the undertaken anti- pollution measures. The water pollution is one of the biggest problems of the biosphere, with great consequences for all living organisms including humans, whose actions have led to considerable changes in the physical- chemical changes of its structure. In this sense, the state of water resources in Republic of Serbia obviously requires making certain efforts in order to advance and improve the systems of protection of this significant natural resource, since the problem of pollution of both surface and groundwater is becoming more and more present. In Republic of Serbia, the field of waters is regulated by several laws, as well as a set of rules and regulations, of which the most important is the Law on Waters. The purpose of this paper is to conduct an analysis of the legal protection of waters in Republic of Serbia through determining the measures and tasks of protection, as well as the possibilities of the practical use and effects of protective measures. REZIME: Stalni rast čovečanstva i tehnološki razvoj, imaju za posledicu sve veću potrošnju vode, te zbog njene neravnomerne distribucije, više od milijardu ljudi na svetu nema pristup vodi, kao osnovnom resursu za dostojanstveni život ili do nje, veoma teško dolazi. Sigurnost snabdevanja vodom, direktno zavisi od uspešnosti zaštite od zagađivanja. Zagađivanje vode, jedan je od najvećih problema biosfere, sa velikim posledicama za živi svet i čoveka, usled čijeg delovanja, nastaju promene u njenom fizičko-hemijskom biološkom sastavu. U tom smislu, stanje voda u Repu- blici Srbiji iziskuje napore, radi unapređenja i poboljšanja sistema zaštite ovog značajnog prirodnog resursa, s obzirom na to da je sve prisutniji pro- blem zagađenja površinskih i podzemnih voda. U Republici Srbiji je oblast voda uređena kroz nekoliko zakona, kao i skupom pravilnika i uredbi, od kojih je najvažniji Zakon o vodama. Cilj rada je da se izvrši analiza pravne zaštite voda u Republici Srbiji, kroz utvrđivanje mera i zadataka zaštite, kao i mogućnosti korišćenja prirode te zaštite.
