o:10203 СЕКУРИТИЗАЦИЈА МИГРАЦИЈA И ИНСТИТУЦИОНАЛНА ТРАНСФОРМАЦИЈА – ОД МОДЕЛА ИНТЕГРАЦИЈЕ КА ДИГИТАЛНОЈ КОНТРОЛИ СА ОСВРТОМ НА РУСКУ ФЕДЕРАЦИЈУ sr Предмет рада је преобликовање институционалне парадигме управљања миграцијама у условима појачане секуритизације и дигитализације безбедносних пракси. Полазећи од противречности између економске потребе држава за миграционим ресурсима и ограничене ефикасности либералних интеграционих модела, анализира се помак од социјално-политичких механизама адаптације ка безбедносно-технолошком моделу управљања мобилношћу. Циљ рада је да испита на који начин секуритизациони дискурс, операционализован кроз дигиталну структуру надзора и правни оквир редистрибуира институционалне надлежности и преобликује свакодневни статус миграната. Теоријски приступ интегрише теорију секуритизације Копенхагенске школе са критичким увидима који анализу усмеравају ка институционалним праксама, алгоритамским режимима контроле и концепту governmentality. Методолошки оквир обухвата дискурс-анализу стратешких докумената и нормативно-правног поретка који регулише биометријску идентификацију и управу. Као аналитички индикатор разматра се пример Руске Федерације. Резултати указују да секуритизација миграција више не остаје на нивоу дискурса, већ се институционално учвршћује кроз биометризацију, дигиталне регистре и алгоритамске механизме селекције. Овај помак означава прелаз са територијално засноване контроле ка управљању мобилношћу путем података, при чему се економска потреба за миграционим ресурсима више не разрешава интегративним политикама, већ технолошки посредованим механизмом управљања ризиком. Закључује се да се на тај начин успоставља конфигурација дигиталне секуритизације у којој граница престаје да буде фиксна територијална линија и постаје мобилна, а дигитални податак основна јединица интервенције. The paper examines the transformation of the institutional paradigm of migration governance under conditions of intensified securitisation and the digitalisation of security practices. It starts from the structural contradiction between states’ economic need for migration resources and the limited effectiveness of liberal integration models, arguing that migration is increasingly displaced from the domain of socio-political regulation into the register of security. In this process, migration is framed as an existential threat, thereby legitimising exceptional measures beyond ordinary political procedures. The theoretical framework combines securitisation theory of the Copenhagen School with its sociological and critical extensions, emphasising the intersubjective construction of threat and its institutionalisation through practices, professional security fields, and administrative instruments. The analysis is further informed by the concepts of governmentality, digital surveillance, and algorithmic risk assessment, which illuminate how contemporary security rationality operates through data extraction, classification, and preemptive intervention. Methodologically, the paper applies discourse analysis of strategic documents and a systematic examination of the normative-legal framework regulating biometric identification and migration control. The Russian Federation is used as an analytical indicator rather than a comparative benchmark, enabling the identification of broader tendencies of digital securitisation. The findings demonstrate that securitisation no longer remains at the level of discourse but becomes materially entrenched through biometrization, digital registers, geolocation mechanisms, and algorithmic selection.In the Russian case (2023–2026), a sharp transition from a socio- economic integration paradigm toward a restrictive security model is institutionalised through extensive legal amendments, real-time digital monitoring, and expanded administrative discretion. Migration policy thus evolves into an infrastructure of continuous security rationality in which legal status becomes dependent on position within digital systems. The paper concludes that this shift marks a move from territorially grounded border control to data-driven governance of mobility.
